The vessel owned by the Singaporean owner was detained in the port of Nakhodka

Inspectors of the Far Eastern Territorial Organization of the Seafarers Union of Russia visited the m/v Rui Yang 8 and found out number of serious deficiencies on board, which became the reason for the detention of the vessel by the  Port State Control (PSC). Rui Yang 8 (flag of Beliz, IMO 8356601, dvt 5100, year of construction 2005) was under loading of chips at Nakhodka seaport. The registered owner is the Panamanian company Jiaxing Ruiyang Logistics Co, the beneficial shipowner and operator is Nep International Shipping Pte, based in Singapore. The crew consists entirely of Vietnamese seafarers. «The vessel in not covered by the ITF collective agreement, insurance certificates as per MLC the requirements and the Declaration part II were also missing. While we were on board, the shipowner, upon the request of the captain, sent a number of documents, including insurance certificates, but the Declaration part II, which the captain provided to us, was not signed by the beneficial shipowner, which means that this document is invalid. Only after repeated requests, the company sent a Declaration signed by the actual owner to the ship», - said the chairman of the FETO SUR Nikolay Sukhanov. Representatives of the FETO SUR explained to the captain that this was not enough, and the ship would remain in port until all the deficiencies were eliminated. The signing of a collective agreement with the ITF is also mandatory as the salary of AB is only 1126 US dollars, the captain is 3793 dollars. None of the crew members knows how much they are insured for in case of death and this is also not specified in the contacts of employment. «At a meeting with the crew members in the dining room, we talked about the work of the International Transport Workers Federation and the Seafarers Union of Russia regarding flags of convenience and explained that if the vessel was covered by the ITF collective agreement, the salary of a AB would be at least $ 1800, and the insurance amount in case of death of a n AB would be at least $110 thousands. In addition to our information, we have provided seafarers with books on the rights of seafarers on ships under flags of convenience in English and the latest issues of Maritime Unions Herald». At the end of the meeting, the crew members held an action against flags of convenience on the stern of Rui Yang 8 and asked the FETO SUR to send a notice of warning to the shipowner with request to sign a collective agreement with the ITF. Vietnamese seafarers were invited to relax at the Nakhodka International Maritime Club, where they will be delivered free of charge by the club bus upon the request of the captain.
